- BlackRock Investment Institute links the U.S. midterm result to higher risks of government shutdowns and debt-ceiling standoffs.
- The institute remains neutral on U.S. equities while favoring selective exposure to AI-related companies and listed infrastructure.
- Short-term U.S. Treasuries are preferred as higher yields improve income and risk compensation.
BlackRock Investment Institute says the U.S. midterm result could make fiscal policy a bigger market flashpoint. In a bulletin dated Wednesday, November 4, the institute said Democrats had won control of both the House and Senate, increasing the risk of funding standoffs and government shutdowns.
The assessment adds a policy dimension to the investment case for BlackRock stock. The institute said large deficits and heavy government borrowing are likely to persist, intensifying competition for capital and reinforcing its view that interest rates will remain structurally higher. It also identified debt-ceiling negotiations as a potentially more important source of market volatility than ordinary legislative gridlock.
AI uncertainty keeps equities neutral
BlackRock Investment Institute remains neutral on U.S. equities after downgrading its view last month. The group said uncertainty over the speed, scale and economics of the AI buildout has made it harder to determine whether planned capital spending can generate sufficient future revenue and returns.
The stance is not a rejection of the AI theme. BlackRock still favors selective exposure to AI-related companies and listed infrastructure, where strong demand and scarce infrastructure may support attractive returns. Higher interest rates are also placing greater emphasis on companies that can earn returns above their cost of capital.
Short Treasuries gain portfolio appeal
Alongside its equity view, the institute upgraded short-term U.S. Treasuries to overweight and long-term Treasuries to neutral. BlackRock said higher yields now offer more attractive income and better compensation for underlying risks, while changes in AI investment expectations could influence competition for capital and bond yields.
