Deutsche Bank stock gets regulatory relief from January 2027. The leverage-ratio requirement remains unchanged, limiting the scope of the change.

Lower Capital Buffer Takes Effect

  • The ECB's SREP decision reduces Deutsche Bank's solvency requirement from the 2026 level.
  • The leverage-ratio requirement remains unchanged, limiting the scope of the relief.
  • Capital ratios as of June 30 were above both current and scheduled supervisory requirements.

Deutsche Bank will face a lower solvency capital requirement from January 1, 2027, after the European Central Bank set its Pillar 2 requirement at 2.60 percent. The bank announced the decision in a media release published October 27, following the 2026 Supervisory Review and Evaluation Process.

The new requirement is 25 basis points below the level applying in 2026. Deutsche Bank said the reduction follows a 5-basis-point decline in the 2025 SREP, giving investors a multi-year view of the regulatory change rather than a one-off adjustment.

Relief Applies To Solvency

The reduction applies to the Pillar 2 requirement for solvency purposes. The separate Pillar 2 requirement for the leverage ratio remains at 10 basis points. That distinction limits the scope of the relief: the bank receives more room against its solvency threshold, but the leverage-ratio constraint does not change.

Deutsche Bank said its consolidated capital ratios as of June 30, 2026, were significantly above both the supervisory requirements then in force and those scheduled to apply in 2027. The thresholds matter because falling below them would require the bank to calculate a Maximum Distributable Amount, a framework that can restrict common-share dividends, variable remuneration and coupons on Additional Tier 1 instruments.

The regulatory decision therefore improves the distance to one supervisory threshold without changing every capital constraint. For shareholders, the effect is most relevant to future distribution capacity and capital planning; it does not by itself establish a new earnings forecast or guarantee a change in shareholder payouts.
