The revised proposal strengthens the financial separation of Dominion Energy Virginia from affiliated businesses, adds independent oversight and increases Virginia representation on its board. The companies did not accept a six-year rate freeze sought by Virginia Governor Abigail Spanberger.
Customer support and approval risk
The commitments include four years of shareholder-funded residential bill credits, an additional USD 100 million for EnergyShare and USD 100 million for workforce development and skilled-trades training. The companies also propose 1,000 jobs, at least five years of current Virginia headcount, dual headquarters and up to USD 5 billion in spending with Virginia-based businesses over five years.
Virginia Business reports that the State Corporation Commission is expected to rule by January 15, 2027. Other state and federal approvals are also required, while the companies continue to target closing in the second half of 2027.
