- Meta halted planned commercial and advertising terms after publishers and regulators raised concerns about website scraping.
- The existing terms remain in force while the company consults stakeholders.
- The pause keeps the dispute over AI-related use of publisher content unresolved.
Meta Platforms paused planned changes to its commercial, product catalog, self-serve advertising and generative AI terms on Thursday, November 5, after publishers and regulators objected to provisions that could have enabled broad website scraping. The company said the changes will not take effect on November 20 and that its existing terms remain in force.
Nieman Journalism Lab reported that Meta removed the preview link for the proposed terms and confirmed an indefinite delay. The planned language had drawn criticism because it could have allowed Meta to use content from websites linked to business accounts for advertising, business products and generative AI-related purposes.
Regulatory pressure raises stakes
The dispute has expanded beyond publisher complaints. Nieman Lab said courts in Norway and Brazil issued preliminary injunctions against the terms, while the United Kingdom's Competition and Markets Authority opened a formal investigation into whether Meta abused a dominant position through its terms for publishers and advertisers. US senators also urged Chief Executive Mark Zuckerberg to withdraw the proposal.
Meta said it is continuing to engage with stakeholders and will take time to resolve the concerns. For investors, the pause reduces the immediate risk of a November 20 rollout but does not settle how Meta can secure content for advertising and artificial intelligence products. The episode adds another policy issue to the company's broader AI investment agenda.
