- The company plans to limit additional capital-market funding through fiscal 2030.
- Oracle also introduced an AI architecture focused on security, privacy and governance.
Oracle outlined an ambitious expansion plan on Wednesday, October 28, 2026, as management presented its fiscal 2030 outlook at Investor Day in Las Vegas. The company is targeting total revenue of at least 225 billion US dollars in fiscal 2030 and expects growth of more than 35 percent annually from fiscal 2026.
Oracle also expects non-GAAP operating margin above 40 percent and non-GAAP earnings per share of at least 21 US dollars in fiscal 2030. The company reaffirmed a fiscal 2027 revenue outlook of at least 90 billion US dollars and non-GAAP earnings per share of 8.10 US dollars.
Funding remains a central issue
The plan assumes a period of heavy investment. Oracle expects capital expenditure to peak in fiscal 2027 and fiscal 2028 before declining in fiscal 2029. Management expects free cash flow to turn positive in the second half of fiscal 2028 and reach at least 30 billion US dollars in fiscal 2029.
Oracle said additional capital-market funding for the fiscal 2027 to fiscal 2030 investment cycle will be limited to 20 billion US dollars, excluding refinancing. The planned amount is split between 10 billion US dollars of equity and 10 billion US dollars of gross debt. Oracle said growth is expected to become self-funded from fiscal 2029, while net debt is targeted below 3.5 times adjusted EBITDA.

AI trust expands the product story
At Oracle AI World on Monday, October 26, 2026, the company introduced its Deep Trust AI Architecture. Oracle said the framework embeds security, privacy, business rules and application governance across the software platform, data, data access and application development layers.
The announcement broadens the growth narrative beyond infrastructure spending. Oracle is positioning its database, cloud and application products as a controlled foundation for enterprise AI adoption. The Oracle announcement describes the architecture and its main components.
US equities remain focused on the outlook for cloud investment, AI monetization and corporate financing, with the S&P 500 market overview providing broader context.
For investors, Oracle's plan combines a high-growth target with a demanding capital-spending cycle. The Oracle Investor Day release makes clear that execution, funding discipline and the transition to positive free cash flow will remain key issues.
