- Oracle plans bond and share sales to finance its artificial-intelligence and cloud infrastructure expansion.

Oracle plans to raise 20 billion US dollars through bond and share sales to finance its artificial-intelligence and cloud infrastructure expansion, according to a BigNewsNetwork report read on Thursday, November 5. The report said regulatory filings on Monday, November 2, showed Oracle intends to tap capital markets while pursuing more than a threefold increase in revenue by fiscal 2030.
The proceeds are intended for general corporate purposes, including capital spending, debt repayment, acquisitions, dividends and share repurchases. The financing plan gives investors a more concrete view of how Oracle intends to fund the infrastructure required for its AI strategy.
Funding meets the cash-flow test
Oracle has said capital spending will peak in its current fiscal year and the next one. Chief Financial Officer Hilary Maxson expects free cash flow to turn positive in the second half of fiscal 2028, while the company has set a fiscal 2029 free-cash-flow target of at least 30 billion US dollars.
For fiscal 2030, Oracle expects revenue to exceed 225 billion US dollars and adjusted earnings to top 21 US dollars per share. Those targets depend on sustained demand for AI computing capacity, timely infrastructure delivery and a gradual reduction in the cash burden of expansion.
The reported financing would include six bond tranches maturing between 2029 and 2046, with one floating-rate tranche and five fixed-rate tranches. Interest rates, prices and the number of shares had not been set when the report was published. Oracle had 125.34 billion US dollars in notes payable and other borrowings as of August 31, compared with fiscal 2026 revenue of 67.36 billion US dollars.
What the plan means for investors
The financing highlights the tension between Oracle's long-term AI opportunity and the balance-sheet demands of building cloud capacity. The company says vendor financing, customer-provided hardware and customer prepayments can reduce upfront cash requirements before free cash flow improves. Investors will therefore track borrowing costs, capital spending and cash conversion alongside revenue growth.
