Uber Technologies stock faces UK VAT change and FTC data inquiry

- The UK measure would make larger private-hire operators account for VAT on the full fare from January 2028, subject to a threshold consultation.
- The FTC inquiry is a study under Section 6(b), not a finding that Uber violated the law.
- Uber's next quarterly results are due on November 4, keeping regulatory developments in focus alongside operating performance.
Uber Technologies is facing two fresh regulatory developments that could affect how investors assess its mobility economics. The UK government has announced a change to private-hire vehicle VAT treatment, while the US Federal Trade Commission has ordered Uber and other platforms to provide information on personalized pricing and worker compensation.
UK tax rules target larger operators
The UK government says the VAT change will take effect on 2 January 2028. Where private-hire services are supplied through an agent, the agent would be treated as making the supply and would account for VAT on the full fare if registered for VAT. The measure is limited to larger businesses above a threshold that has not yet been finalized; the government lists GBP 50 million in annual fare turnover as the lead option. The details are set out in the UK government measure.
Uber warned that the proposal could make essential journeys less affordable for riders, according to Yahoo Finance. The final threshold and the extent to which operators pass any higher tax burden through to fares remain open questions.
FTC requests pricing and pay data
On October 28, 2026, the FTC said it had ordered Uber, Lyft, DoorDash, Instacart and other companies to provide detailed information on how personal data may influence consumer prices and worker compensation. The agency said recipients have 45 days to respond and that the inquiry is being conducted under Section 6(b), which allows broad studies without a specific law-enforcement purpose. The FTC announcement does not itself allege wrongdoing by Uber.
Investor context before results
Uber's next quarterly results are scheduled for November 4. The company reported second-quarter revenue of USD 14.191 billion and net income of USD 2.437 billion for the period ended June 30, 2026. The new regulatory developments add potential fare, compliance and data-governance considerations, but their financial impact has not been quantified.
