Volkswagen stock gains after China clears Level 3 road tests in Hefei. The permit advances a 2027 technology target as cost pressure remains high.

Technology Progress Meets Cost Pressure

  • Volkswagen Group China has started real-world Level 3 autonomous-driving tests in Hefei.
  • The permit supports the group's target of Level 3 technology readiness in 2027.
  • Software progress comes as Volkswagen tightens investment priorities after a weak third quarter.

Volkswagen Group China received a permit on October 26 for Level 3 autonomous-driving road tests in Hefei, according to a Volkswagen Group China release. The approval allows real-world testing and large-scale data collection under the latest Level 3 safety requirements.

Volkswagen stock traded at 71.25 euros on Lang & Schwarz at 18:03 CET on Wednesday, November 4, 2026, 3.77 percent above the Xetra close of Tuesday, November 3, 2026. The quote was 70.01 euros at 11:13 CET in the latest relevant November 4 report, making the later price 1.77 percent higher.

Hefei Becomes A Technology Testbed

The permit gives Volkswagen access to public-road testing in Hefei, where the group can collect driving data at scale. Ralf Brandstaetter, CEO of Volkswagen Group China, said safety and reliability remain the priority and called the approval the next step toward Level 3 readiness.

The software program combines Hyper Sense 8, a full-scenario Level 2++ driver-assistance system developed through the local CARIZON center, with the GAIA 2.0 artificial-intelligence world model. Volkswagen says GAIA 2.0 simulates the equivalent of five million kilometres of driving each day using up to 30 million scenario clips. The group is targeting ten million kilometres of daily training data for Level 3 development.

Execution Matters For Investors

Volkswagen is targeting Level 3 technology readiness in 2027, but the permit is a testing approval rather than authorization for customer sales. Commercial availability, regulatory progress and the cost of scaling the technology will determine whether the initiative contributes to the group's transformation.

The technology advance comes against a difficult financial backdrop. Volkswagen reported a nine-month 2026 operating result of 0.1 billion euros, down from 5.4 billion euros a year earlier, while revenue fell to 233.41 billion euros from 238.7 billion euros.
