Circle targets 40 emerging markets with USDC
Circle is targeting 40 emerging markets as part of an expansion focused on stablecoin access and payment infrastructure, according to International Finance in a report dated October 19, 2026. The report said USDC circulation reached 73.3 billion USD at the end of the second quarter, up 19 percent from a year earlier. It also reported 14.8 trillion USD in on-chain USDC transaction volume during that quarter. On-chain volume measures transfers recorded across blockchain networks, while circulation measures the tokens outstanding at a reporting date.
The expansion plan places USDC in a broader payments discussion rather than changing its dollar peg. Circle's reported second-quarter figures separate transaction activity from supply growth, so the two figures describe different parts of the stablecoin's use.
EBA supervision begins on November 12
On October 14, 2026, the European Banking Authority classified USDC as the first significant e-money token under the Markets in Crypto-Assets Regulation, or MiCA, among 45 notified e-money tokens in the European Union, according to the European Banking Authority. From November 12, 2026, the EBA will directly supervise own funds, reserve assets, liquidity requirements, and recovery and redemption plans for the EU issuer. France's ACPR will retain responsibility for governance, qualifying holdings, senior-management assessments, outsourcing, and conflicts of interest.
The classification creates a dual supervisory model for the reserves and liquidity supporting the EU issuance. The EBA release states that USDC is issued in the European Union by Circle Internet Financial Europe SAS and in the United States by Circle Internet Financial, LLC. The arrangement addresses supervisory responsibility; it does not change the token's stated one-to-one dollar design.
