Approval route changes
Ethena's governance forum published the Institutional Lending Framework on October 29, 2026. Under the framework, a qualifying counterparty can be onboarded by the trading team without an individual Risk Committee vote. Ethena must send the counterparty's documents to the committee at least three business days before first funding. A committee member can call a counterparty in for review by identifying a failed criterion, and the committee must decide within five business days.
Risk controls and open limits
The published criteria include full recourse or a parent guarantee, licensing in an eligible jurisdiction, sanctions and financial-standing checks, segregated tri-party custody and verifiable daily collateral reporting. The accepted collateral list includes BTC, ETH, SOL, XRP, USDC, USDT and several related assets. USDe, sUSDe, ENA, USDtb and a borrower's own assets are excluded. Missed margin calls, defaults or a change in counterparty standing stop new lending and must be reported to the committee within 48 hours.
TokenPost reported on November 3 that the framework sets no numerical cap for overall lending and no borrower concentration ceiling. It also said the rules name no newly approved or funded counterparty and provide no effective date. The same report described USDe as a synthetic dollar backed by spot crypto assets, liquid stablecoins and offsetting derivatives positions.
Investor perspective
For holders, the framework separates collateral eligibility from the governance process used to approve borrowers. The absence of a public numerical lending cap leaves the scale of any future exposure dependent on governance disclosures and monitoring. At the checked price, USDe remained close to its intended dollar reference; the available quote did not provide a verified UTC day-close comparison for November 4, so no UTC daily percentage change is stated here.
