The NEAR Protocol price is in focus as House of Stake proposal HSP-029 reaches its scheduled voting deadline on November 2, 2026. The measure would reduce NEAR's maximum annual token issuance from 2.5% to 1.6% over 24 months. It remains a proposal: a successful governance vote would not by itself change the protocol.
Gate News reported on October 21 that voting had opened and was due to conclude on November 2. The report said the intended change was designed to reduce token dilution and improve long-term tokenomics.
What HSP-029 Would Change
The official NEAR Forum proposal describes a gradual, per-epoch reduction rather than a one-time cut. It retains the measured 90/10 split between staking participants and the protocol treasury. A 90-day grace period would follow ratification before the first reduction, giving wallets, exchanges, custodians and staking providers time to update their disclosures.
For holders who do not stake, lower issuance could mean slower dilution. The trade-off is lower nominal rewards for stakers and potentially lower commission revenue for validators. The proposal document also states that the House of Stake decision must be followed by independent validator adoption through a protocol upgrade.
Price Context Remains Volatile
A November 1 report by Coinpaper put NEAR near $4.32 after a reported 4.3% 24-hour decline and identified $4.30 as a nearby support level. Separately, the reviewed Investing.com NEAR/USD page displayed $4.6034, a daily range of $4.3918 to $4.6208, 24-hour volume of $610.47 million and market capitalization of $5.98 billion. These are separate source snapshots, not a UTC day-close comparison.
The NEAR Protocol price therefore remains a market variable alongside the governance decision. A lower issuance ceiling may improve the supply outlook for non-staking holders, but it does not guarantee a price response. Investors also need to distinguish approval from execution: the vote would be the first step, while validator adoption and the subsequent implementation timetable would determine when the economics actually change.
