- NEAR's House of Stake approved HSP-029 to reduce the maximum annual issuance rate from 2.5% to 1.6% over 24 months.
- The change still requires Security Council review, a 90-day grace period and a validator-adopted protocol upgrade.
- Investing.com displayed NEAR at 3.7935 USD, with a market capitalization of 4.93 billion USD and 24-hour volume of 628.58 million USD.
NEAR Protocol price is being watched after the network's House of Stake approved a proposal to reduce the maximum annual issuance rate from 2.5% to 1.6%. The vote on HSP-029 passed on November 2, 2026, but the decision does not immediately change NEAR's token economics.
The The Block reported that the proposal retains the existing split of newly issued tokens: 90% goes to staking participants and 10% to the protocol treasury. If implemented, the ceiling would decline each epoch over 24 months, reaching the 1.6% target at the end of that period.
Lower Issuance, Delayed Effect
The official NEAR House of Stake proposal estimates that the ramp would avoid 11.8 million NEAR of issuance over two years and 66.1 million over six years compared with keeping the 2.5% ceiling. The proposal also models gross staking yield declining from 5.268% to 3.372% at the target rate, assuming the measured participation level remains unchanged.
Implementation still has several stages. The Security Council must review and ratify the result, followed by a 90-day grace period. Validators then have to adopt the required protocol upgrade before the lower ceiling becomes binding. Until those steps are completed, the vote itself does not activate the new issuance schedule.
Market Data and Investor Context
When checked for this report, the Investing.com quote page displayed NEAR at 3.7935 USD. It listed a 4.93 billion USD market capitalization, 628.58 million USD in 24-hour volume, a rank of 18 and 1.31 billion NEAR in circulation. The page also showed a 52-week range of 0.8482 to 5.9725 USD.
For holders, the reform presents a trade-off rather than a guaranteed price catalyst. Non-staking holders would face slower dilution if the proposal is implemented, while stakers would receive fewer newly issued tokens over time. The lower supply growth may improve the token's long-term monetary profile, but demand, network usage and validator adoption remain separate factors that the issuance vote does not resolve.
Next Milestones for NEAR
The immediate focus is therefore procedural: Security Council review, the transition period and validator participation. The proposal's gradual design gives wallets, exchanges, custodians and staking providers time to adjust, but it also means that the potential supply effect will emerge incrementally rather than on the vote date.
