Stellar price: Bell upgrade sets November votes as XLM trades near USD 0.17

The Stellar price was listed near USD 0.17 as the network prepares for votes on its Bell upgrade. The proposal targets scalable smart accounts, post-quantum verification and future faster ledger closes.

Bell upgrade brings a near-term catalyst

  • Stellar's Bell, Protocol 30 proposes new smart-contract address functionality, post-quantum signature verification and millisecond ledger timing.
  • Validators are scheduled to vote on the testnet on November 3 and the mainnet on November 23, 2026, subject to change.
  • Investing.com displayed XLM at USD 0.16994, with a market capitalization of USD 6.04 billion and a 52-week range of USD 0.13725 to USD 0.31854.
  • A reported institutional repo transaction on Stellar used tokenized US Treasury collateral and ran through 72 hourly rollovers.

The Stellar price is being shaped by a scheduled network upgrade rather than by a new exchange listing or token migration. Stellar Development Foundation says Bell, Protocol 30, is intended to make smart accounts more suitable for business use at scale while preparing the network for post-quantum authorization and finer-grained ledger timing. The foundation's Bell announcement sets out the proposed changes and rollout schedule.

Three technical changes in Bell

CAP-84 introduces muxed contract addresses with a new W format. The change is designed to let one smart contract distinguish balances belonging to multiple customers, potentially reducing the need to deploy a separate contract for each user. CAP-87 allows Stellar smart contracts to verify ML-DSA post-quantum signatures. It does not replace the network's existing Ed25519 transaction signatures, so Bell should not be described as making the entire network post-quantum.

CAP-88 changes ledger timing to milliseconds. The proposal removes a technical restriction that limits ledger timing to whole seconds, but the upgrade itself does not make Stellar produce blocks faster than its current roughly five-second cadence. The foundation says faster closing would require later protocol work.

Votes create a defined catalyst

The proposed testnet validator vote is scheduled for November 3, 2026, at 17:00 UTC, followed by the mainnet vote on November 23 at 17:00 UTC. The dates are subject to change, and the upgrade takes effect only if validators approve it. Developers, infrastructure operators, wallets and exchanges need compatible software before the relevant vote, while ordinary holders are not being asked to migrate their XLM.

Price remains below recent highs

At the retrieved October 30 reading, Investing.com displayed XLM/USD at USD 0.16994 at 18:48:11 Berlin time. The page showed a market capitalization of USD 6.04 billion, 24-hour volume of USD 125.65 million, rank 16 and a 52-week range of USD 0.13725 to USD 0.31854. It also listed 35.25 billion XLM in circulation against a maximum supply of 50 billion. These figures describe the displayed market snapshot and should not be confused with a UTC daily close.

The project is also receiving institutional-use attention. TradingView News reported that Ascend Markets and M1X Global completed a regulated repo transaction using tokenized US Treasury collateral on Stellar. The reported pilot ran for three days, with 72 hourly rollovers and total network fees below one US cent. That is evidence of a use case, not proof that transaction growth will translate directly into higher XLM demand.

For investors, the Stellar price therefore remains linked to two separate questions: whether Bell receives validator approval and whether institutional applications develop into sustained network activity. Follow further coverage on Stellar and XLM.
