The USDC price remains close to its one-dollar target, underscoring the token's role as a dollar-linked settlement asset rather than a conventional speculative cryptocurrency. Investing.com listed USDC at 1.0010 USD, with a daily range of 1.0009 to 1.0011 USD. The page also showed a market capitalization of 71.26 billion USD, 12.73 billion USD in 24-hour volume and 71.28 billion tokens in circulation.

Circle seeks regulatory clarity

Circle said in a blog post dated October 28 that it had submitted comments to the U.S. Securities and Exchange Commission on October 20 regarding the proposed Regulation Crypto Assets. The issuer asked the SEC to clarify how payment stablecoins that comply with the GENIUS Act could be used in onchain capital formation.

Circle also argued that qualifying payment stablecoins should receive appropriate cash and dollar-based valuation treatment, including for customer-reserve and accounting purposes. It proposed reducing a current 2% broker-dealer haircut to zero for qualifying stablecoins, subject to objective safeguards. These are Circle's policy positions, not changes to the existing rules.

Settlement use case expands

On October 27, Circle and ACI Worldwide announced a collaboration focused initially on Colombia. According to Circle's press release, the initiative uses ACI Connetic and Circle's USDC infrastructure to examine how stablecoin settlement could operate alongside traditional payment rails and Colombia's Bre-B instant-payments ecosystem. The announcement describes an evaluation and demonstration effort, not a completed nationwide rollout.

European oversight remains relevant

European regulation is another important factor for users and institutions. TokenPost reported that the European Banking Authority classified USDC on October 14 as the first significant e-money token among 45 notified under MiCA. Direct EBA supervision of the EU issuer is scheduled to begin on November 12, covering areas including reserves, liquidity and recovery and redemption planning. The report said Circle has requested a more flexible reserve standard, but that request has not taken effect.

Circle's own USDC information page states that the token is redeemable 1:1 for U.S. dollars and backed by highly liquid cash and cash-equivalent assets. It reported 71.0 billion USDC in circulation as of October 26, 2026. For investors and businesses, the key question is therefore less near-term price appreciation than whether regulatory clarity and payment integrations expand the token's practical use while preserving redemption confidence.
