USDC remains close to its one-dollar target as the token approaches a new phase of European oversight. The USDC price was 1.0010 USD when the Investing.com page was checked at 07:14:11 Berlin time on October 31, 2026. The page also showed a 24-hour volume of 12.73 billion USD, market capitalization of 71.26 billion USD and 71.28 billion USDC in circulation.
EU supervision moves closer
The European Banking Authority classified USDC on October 14 as the first significant e-money token among 45 notified under the European Union's Markets in Crypto-Assets framework, according to TokenPost. Direct EBA supervision of Circle's EU issuer is scheduled to begin on November 12. It will cover areas including own funds, reserve assets, liquidity requirements, and recovery and redemption plans, while France's ACPR will continue to oversee areas such as governance and outsourcing.
Circle has asked the European Commission to replace a fixed 60 percent bank-deposit minimum for significant issuers with a broader asset-liquidity standard. TokenPost reported that the request had not taken effect and that the existing requirement remained in place. For investors and market participants, the change separates a pending policy debate from the supervision date that is already scheduled.
Payments use case expands
On October 27, ACI Worldwide and Circle announced a pilot focused initially on Colombia. The companies said ACI Connetic would explore how USDC settlement could operate alongside Bre-B, Colombia's interoperable instant-payments infrastructure. The Circle announcement described the initiative as a way for financial institutions to evaluate stablecoin settlement within existing payment workflows.
Supply trends remain mixed
CoinDesk Research reported on October 28 that USDC supply fell 2.80 percent to 72.3 billion USD in October, a decline of 2.08 billion USD. At the same time, USDC supply on Arc rose 19.5 percent to 742 million USD. That combination suggests contraction in the overall supply was accompanied by growth on at least one newer network, although it does not establish a future price direction. The USDC price remains primarily a stability and liquidity indicator rather than a conventional growth-asset signal.
