- Shareholders approved the registered-office change from Seoul to Donghae on October 14, 2026.

- Sales, finance and IT functions will remain focused on the Seoul office to support metropolitan customers and business partners.
Ssangyong C&E will move its headquarters from Seoul to Donghae, Gangwon State, in December after shareholders approved the registered-office change at an extraordinary meeting on October 14, 2026. The Asia Business Daily reported the decision on October 15.
Two sites for core functions
The relocation will place management support functions, including planning, accounting, administration and auditing, at the Donghae plant. The environmental business division, which the company identifies as a new growth engine, will be strengthened at the Yeongwol plant.
The company said the two-site structure is intended to improve links between production and management, accelerate decisions and raise production and logistics efficiency. Sales, finance and information technology functions will remain centered on the Seoul office because of their close ties to customers and business partners in the metropolitan area.
The move comes as Ssangyong C&E responds to changing market conditions, including a downturn in construction activity. Management described the plan as an effort to improve cost and quality competitiveness and strengthen customer responsiveness rather than a simple workplace change.
What the move means for investors
The relocation gives the company a more site-centered operating model while preserving a Seoul base for external-facing functions. Its environmental division will gain a dedicated base at Yeongwol, making execution in that growth area an important point for investors to monitor alongside cement demand and construction activity.
