UGI Utilities agreed on Thursday, November 5, 2026, to pay a 150,000 US dollar fine after a Pennsylvania regulator cited alleged shortcomings in pipeline quality assurance and oversight. The Morning Call reported that the settlement covers UGI's Gas Division and the Pennsylvania Public Utility Commission's enforcement bureau.
The agreement requires tighter construction oversight, stronger quality assurance, expanded safety reporting and greater use of operational data in natural gas distribution. UGI is also barred from passing the costs of investigating and correcting the affected work to customers.
Pipeline work drew regulator scrutiny
The issue emerged after a late-2022 inspection of a UGI construction project in Nazareth, Pennsylvania. The regulator said inspectors saw a contractor fail to follow UGI procedures while installing a plastic natural gas main.
UGI later reviewed additional projects involving the same contract personnel. Inspections between March 2023 and July 2025 covered 273 pipeline facilities in Allentown, Bethlehem, Nazareth and Emmaus. Investigators identified 27 plastic butt-fusion joints and 25 electrofusion joints that failed visual inspection or company procedures.
UGI removed and replaced the identified joints, according to the settlement report. The affected contract employees are no longer permitted to work on UGI's natural gas distribution system. The regulator said the investigation found no gas leaks, explosions, fires, property damage or injuries tied to the joints addressed by the agreement. UGI disputed the alleged violations and did not admit wrongdoing.
