318 Calls in 24 Hours: Inside Germany's Push for Tougher Emergency Control Center Standards

Emergency control rooms across Germany are grappling with soaring demand—and never more so than in Dresden, where authorities recorded a record-breaking 318 rescue operations in a single 24-hour period at the end of June 2026. The spike underscores the growing strain on a network of professional emergency and service control centers (NSL) that must meet increasingly rigorous certification requirements to operate.

The benchmark for quality in this sector is the seal of approval from VdS Schadenverhütung GmbH, a subsidiary of the German Insurance Association. Any control center seeking VdS certification must clear a demanding audit. One early pioneer was a facility in Ratingen, which as early as October 2020 became one of the first to be certified despite relying on external data centers. The process there included an eight-hour examination of operational workflows.

Standards for physical and digital security are exacting. Backup power supplies must keep systems running for at least three days without an external energy source. Staff too are held to high expectations: new recruits undergo a minimum six-month training phase before they can work independently.

Alongside national certifications, European standards are gaining traction. At the end of April 2026, security provider Verisure became the first company to receive the EENA TPSP certification (European Emergency Number Association) for its Senior Protection Service. It reflects a broader push toward cross-border standardisation.

Verisure, which says it serves around 6.2 million customers in 18 countries, reported handling more than 417,000 incidents in 2025. The company’s financial results show robust growth: revenue for the first quarter of 2026 reached 1.019 billion euros, a 10.3 percent increase. The EBIT margin stood at 27.2 percent. Market observers expect annual recurring revenue (ARR) to expand by roughly 10 percent this year, with operational profitability improving further as certified processes become more efficient.

Technology is also reshaping the industry. Modern security concepts combine sensors with active countermeasures. One example is the ZeroVision smoke barrier, which releases opaque smoke when a verified break-in occurs—all controlled centrally by the control room. Practical cases highlight its effectiveness: a prevented safe theft in Düsseldorf in January 2024, and the expulsion of burglars in Haltern in December 2022.
