AI Pilot Cuts Workload by a Third as Germany Pushes Public Sector Digitalisation

A small pilot in western Germany’s Borken district has shown what artificial intelligence can do for overburdened public offices. A system designed to pre-check applications for nursing care assistance (Hilfe zur Pflege) assessed file completeness and sorted financial data. The result: pre-screening workload dropped 35 percent, and total processing time fell 20 percent. The AI tool has now entered regular operation, and officials are watching closely as broader digitalisation efforts accelerate across the country.
Those efforts include a new mandate for employers. Since early July, companies have been required to submit social insurance certificates of good standing (Unbedenklichkeitsbescheinigungen, UBS) electronically. The procedure has been completely overhauled. From 1 July 2026, applications will run only through certified payroll software or the social insurance reporting portal (SV-Meldeportal). Employers can now request a certificate for a specific site rather than the entire company. Health insurers respond digitally, usually with a PDF.
If an application is denied, the insurers provide standardised code numbers (1 to 4), making the reason transparent. A new subscription feature allows regular certificates to be obtained automatically. Two types remain available:
- Simple certificate: no contribution arrears at the time of application.
- Qualified certificate: the employer has submitted all reports and paid all contributions on time for the past six months.
Local authorities are following suit. In Mülheim an der Ruhr, residents have been able to apply online for certificates of good standing, police clearance certificates and registration confirmations since 7 July. The digital registration certificate is free. Citizens need the online ID function of their national ID card and a BundID account.
The Regionalverband Saarbrücken expanded its online offering on 6 July to more than 40 services, covering everything from basic income support to advance maintenance payments. In Magdeburg, a new digital service for simplified building permits for residential buildings and advertising structures went live on 7 July.
Despite these advances, the digital application rate lags in many places. In Nuremberg, only about 30 percent of housing benefit applications arrive online. Experts hope artificial intelligence will close the gap by cutting processing times further.
Hesse is already planning the next milestone. From 1 January 2027, emission control permits (immissionsschutzrechtliche Genehmigungen) will be handled exclusively through the “EliA-Online” portal. A transition period for paper forms runs until 31 March 2027. The digitalisation wave shows no signs of slowing.
