Simultaneously, the structure retains complexity. Portions of the European financing are reportedly contingent on securing additional NdPr offtake volumes and obtaining inter-ministerial approvals. The company cites ongoing negotiations—most recently the pending confirmation of an investment from the German government—as a primary reason for the extended timeline.

The path forward is clearly mapped. Securing the targeted offtake agreements by March's end is deemed critical, to be followed by shareholder votes and the FID in Q2. Post-FID, Arafura estimates a construction period of 3 to 4 years—an ambitious schedule, as the company notes comparable global projects often require 4 to 6 years from FID to the start of production.
