Leadership Gaps and Communication Failures
Residents of Barton House were given just a few hours' notice to leave their homes on 14 November 2023. The Altair review found that council leadership during the evacuation was "stretched and inconsistent", with no dedicated executive leader for housing in place at several critical junctures.
Although the decision to clear the building was deemed appropriate on safety grounds, the subsequent management of the crisis caused avoidable harm. Many residents were initially told to pack for one or two days, yet most could not return to their homes until February 2024 — and some families remained in hotels until the spring. Communication from the council was described as delayed and unclear, compounding the distress of those affected.
Long-Term Harm to Residents' Wellbeing
The sudden evacuation and prolonged displacement had severe consequences for residents. The review noted that many suffered lasting harm, including post-traumatic stress disorder and other mental health challenges, as a direct result of the council's handling of the situation.
