Cardano is entering a defining week that pits historic technical progress against internal fiscal turmoil. The network’s “van Rossem” hard fork, set to transfer control from developers to the community, is nearly ready — but a parallel fight over millions in treasury funding has exposed deep strains, even as the token trades at $0.16, down 54% since the start of the year.

The hard fork, targeting protocol version 11, will activate the new on-chain governance system known as Voltaire. For the first time, a network upgrade is being ratified by a three-pillar model rather than by Input Output Global (IOG) alone. Delegates gave the update roughly 69% approval, while five of seven constitutional committee members also backed it. If all goes as planned, the mainnet upgrade goes live on June 28, bringing notable improvements to the Plutus smart-contract platform.

But the governance shift coincides with a bitter funding dispute. Input Output is requesting nearly $47 million from the Cardano treasury, and founder Charles Hoskinson has warned that if the proposal fails to secure the required 67% support, the core research laboratories may shut down. The tension has already had real consequences: the Cardano Foundation canceled its Singapore summit for 2026 after failing to secure financing. In response, Hoskinson announced a buyback program that channels 10% of protocol revenues back into the ecosystem.

The community’s budget choices for 2026, however, show a clear preference for infrastructure over experiments. TxPipe’s “Pallas” project, which maintains Rust libraries, received 86% approval, and the “Dolos” data node also secured strong backing. Wirex, a payment-focused initiative, gained nearly 79% support, while voter turnout exceeded 84% — underscoring deep engagement in the network’s direction.

On the technical front, the pipeline is moving quickly. Roughly 81% of block production is already running on the latest protocol version. Meanwhile, on June 23, the Ouroboros Leios testnet goes live, aiming for a capacity of over 1,000 transactions per second — a critical step for Cardano’s commercial ambitions.

The market, however, tells a different story. ADA is trading close to its 52-week low, with losses of 84% from last year’s peak. The relative strength index sits at 31.2, signaling deeply oversold conditions. On-chain metrics reinforce the bearish picture: total value locked in DeFi has collapsed 85% to $139 million, while daily trading volume has shrunk from billions to roughly $500 million. If the price breaks below key support at $0.13, further selling could follow.

External catalysts may offer a lifeline. The first window for a Cardano spot ETF opens in August, and the SEC must rule on Grayscale’s GADA ETF by the end of October. Until then, attention turns to internal governance: registration for the constitutional committee closes today, and delegates will vote on the final membership starting June 23 — the same day the first ratification results for the hard fork are due.
