D-Wave Quantum Insider Sales vs Government Funding: Mixed Signals for Investors

The signals emanating from D-Wave Quantum are sending mixed messages to the market. On one side, top executives have been cashing in a chunk of their own shares, while on the other, Washington is preparing to inject fresh capital and Wall Street is keeping the buy ratings intact. Investors are left to parse the interplay between insider confidence, government backing, and a still-uncertain revenue trajectory.

Chief executive Alan Baratz offloaded nearly 688,000 shares on 8 June 2026, pocketing roughly $18 million. The transaction followed an exercise of options at favourable prices, and the company’s mandatory disclosure framed the move as a matter of financial and tax planning. Baratz still holds more than three million shares after the sale. Chief financial officer John Markovich followed suit shortly afterward, selling shares worth $1.34 million.

The insider sales come after a quarter that saw revenue plunge by 81 percent to $2.86 million, a drop that D?Wave attributes squarely to a base effect: the year?earlier period had included a large system sale. What the top line lacks, however, the balance sheet makes up for. The company ended the first quarter with liquidity of over $588 million. Earlier in February 2026, the cash pile had stood at more than $884 million — a record high — meaning D?Wave has been drawing down cash but still holds a formidable war chest. That cushion is set to be reinforced by a $100 million government contribution under the US CHIPS and Science Act, for which a letter of intent has been signed.

Should investors sell immediately? Or is it worth buying D-Wave Quantum?

The promised funding has helped keep analysts on the buy side. Rosenblatt Securities reiterated its outperform rating with a $43 price target, while Stifel chimed in with a $35 target. Both firms see the technological roadmap as the real driver of long?term value. D?Wave recently laid out plans for fault?tolerant quantum systems: by 2028, it aims to deploy machines with up to 181 physical qubits; in 2030, the first computers with ten logical qubits should appear; and by 2032, systems with 100 logical qubits are targeted for artificial?intelligence applications. The order backlog stood at $42.4 million at the end of the quarter.

Adding a catalyst for near?term attention, D?Wave will host its Qubits Europe user conference in London on 18 June. The timing is strategic. European governments are pouring money into quantum technology, and even King Charles III has publicly stressed the importance of these machines. A strong showing in London could provide the momentum the stock needs to break above a stubborn technical ceiling.

The share price, which traded at around 20.55?euros, is testing the 200?day moving average at exactly 20.85?euros. A decisive move above that level would brighten the chart picture significantly. On a monthly basis, the stock has already gained about 12 percent. Yet the longer view remains sobering: the shares are trading 46 percent below the 52?week high set last October, and the stock is characterised by extreme volatility of 139 percent. Should the price slip below the 50?day moving average at 18.57?euros, technicians warn that the year’s lows could come back into play.

For now, D?Wave’s enormous cash reserves and the pending government injection buy the company time to execute its roadmap. The insider sales, though significant in dollar terms, have not shaken analyst confidence. The real test — both for the technology and for the stock — is whether the London conference and the subsequent milestones can convert paper ambitions into tangible results.
