A Swiss study tracking the German job market has revealed a dramatic shift: the number of entry-level position advertisements in 2025 fell 32 percent below the average for the years 2019 through 2022. The decline hit administration and finance roles hardest, while postings for senior profiles rose 26 percent. Market observers attribute the trend partly to artificial intelligence, which now handles many tasks that used to belong to junior staff.

The shift comes as the HR profession itself experiences a digital transformation. Specialized roles such as digitalisation project manager now command salaries between €52,000 and €68,000, and heads of business processes can earn up to €120,000. Technology is also reshaping the application process: providers like Swiss-based Validato AG now offer multi-stage digital identity checks and liveness detection to counter identity fraud and deepfakes.

Salaries across the HR career ladder

Despite the pressure on entry-level positions, human resources remains a broad field with wide-ranging compensation. Junior staff in personnel administration start at €38,000 to €45,000. As employees move into senior HR generalist roles, pay rises to between €55,000 and €65,000.

Manager-level HR generalists earn from €65,000 to €85,000, while heads of HR can command €75,000 to over €125,000. Market watchers report persistent demand for these all-round talents.

A parallel track exists for HR business partners, who tend to work more strategically. Personnel officers in that stream begin at €45,000 to €55,000, senior HR business partners earn between €70,000 and €90,000, and the top post of chief human resources officer pays €110,000 to more than €180,000.

Remote roles and staffing volatility

Remote work has become a fixture in the sector. In late June, roughly 660 HR-related positions were advertised as remote across Germany, spanning administration, recruiting, and tech-centric roles such as HR-tech specialist. Companies like IT-HAUS GmbH are also expanding their use of working students in HR management.

The wider staffing services industry experienced a seasonal slowdown in the first quarter of 2026, with temporary agency work and fixed-term project contracts dropping about 7.5 percent compared with the previous quarter. Nevertheless, the market for direct placements of skilled professionals remains robust. Recruiters such as Hays report strong activity at their Nuremberg office, particularly in IT, engineering, and HR. Vacancies can be filled very quickly. Among the roles in demand are senior accountants with SAP expertise and specialists in financial systems who handle ESG and sustainability reporting tasks.
