Fire Detection Upgrade Approved for York Crown Court Cells

The City of York Council has approved a Ministry of Justice scheme to install heat and smoke detectors in nine holding cells at York Crown Court, addressing critical fire safety risks for staff and prisoners. The decision, finalised on Friday, allows work to proceed at the Grade I listed building, where current fire detection systems are reportedly inadequate.
Safety Benefits Outweigh Heritage Concerns
Planning officials determined that while the installation would involve alterations to the historic structure, any harm to the listed building was considered less than substantial. This impact was judged to be outweighed by the essential safety improvements the new equipment will provide.
The project forms part of a wider national programme managed by HM Prison and Probation Service, which has committed to bringing all facilities up to modern fire safety standards by 2027. The drive follows a 2024 report from the National Audit Office, which found that approximately 23,000 prison places across the country were non-compliant with current fire safety regulations.
The National Audit Office's findings highlight how easily fire safety gaps can go undetected — something many UK organisations only address after an incident. National Compliance Drive Underway
Prisons Minister Lord James Timpson indicated that significant progress is being made toward upgrading the national estate. The work at York Crown Court represents a local element of this broader compliance effort, which aims to reduce risks in older and historically significant judicial buildings.
The approval in York comes as other regions manage changes in their court infrastructure. Recent developments include the sale of the former Ipswich Crown Court building earlier this year and the confirmed permanent relocation of the Oxfordshire Coroner’s Court. The Oxfordshire move is part of a plan to convert the previous historic site into a hotel by 2028.
The Ministry of Justice remains focused on the 2027 deadline for fire safety compliance across the prison and court holding system, seeking to address the deficiencies identified in recent years.
