From $56,000 to $115,000: US HR Generalists See Sky-High Pay Gaps by City and Role

Personal-department professionals in the United States can earn anywhere from $56,000 to $115,000 a year, depending on where they live and the seniority of the job. The labour market for HR specialists is unusually active in late June 2026, with some sectors racing to hire while others cut back.
Location drives the biggest pay differences
In Lutherville Timonium, Maryland, companies pay HR generalists on permanent contracts between $75,000 and $95,000 a year. Drive an hour to Baltimore, and the structure changes completely: hourly rates there range from $27 to $35.
Further south in Annapolis Junction, the annual salaries slip to $65,000–$70,000. For remote workers, the compensation is lower still, falling to $56,000–$74,000.
At the top of the scale, management-level HR jobs in Pennsylvania and Maryland can reach $115,000. Experienced senior HR professionals in Reston, Virginia, who take temporary assignments earn $40–$50 per hour.
What employers demand
The required skill set varies sharply by industry. Hotel giant Marriott expects its HR generalists to handle recruiting, onboarding, benefits administration and compliance. The minimum qualifications: a high-school diploma and one year of practical experience.
The non-profit American Forests, which places its HR staff in remote roles, sets a different focus. Roughly 40 percent of the work time goes to recruiting, with the rest covering benefits and compliance. Candidates need two to three years of experience.
For senior roles in Virginia, companies insist on at least five years of professional background, plus duties in performance management.
Career moves and summer internships
The market is producing clear advancement paths. At IT-services firm Connection, Margaret Malone was promoted to senior HR generalist. She joined the company in 2017 and moved into the HR department a few years ago. Her current priorities: people strategy and employee retention.

Hiring sprees and layoffs side by side

Major retailers provide a brighter spot. Urban Outfitters reported stable quarterly revenue of $1.48 billion for the first quarter, a sign that hiring capacity remains solid across broad parts of the economy.
Rural areas continue to struggle. In Alaska, some HR wages fall below the region's minimum standards.
