BERLIN — This autumn, hundreds of thousands of young workers across Germany will head to the polls, not for a general election, but to choose their representatives in the Jugend- und Auszubildendenvertretung (JAV) — the youth and trainee council that gives apprentices and dual-study students a formal voice in company decisions.

To attract candidates and voters, works councils are ditching the old playbook. Instead of dry information sessions, they are rolling out speed-dating events where apprentices can chat informally with current JAV members. Interactive formats, including gamification elements, aim to lower the barrier to understanding the legal and organisational basics of the council’s work. The goal: make the youth representation a visible, everyday presence in the workplace.

Jana, the current JAV chairwoman, points to concrete wins that make a candidacy attractive. Under her tenure, the council secured the Deutschlandticket for apprentices and introduced performance bonuses for those who complete their training with top marks. “We’re not just a complaints office,” she says. “We actively shape the company culture.” Her term ends in autumn 2026, and she is already campaigning for projects that strengthen team spirit among trainees.

A critical ingredient for a successful JAV election is backing from the main works council. The senior body provides resources for campaign materials and onboarding new members. Experts advise deepening this cooperation early, during the search for young candidates.

Looking ahead, the next JAV term will focus on two major themes. Alongside traditional duties — such as monitoring working hours for minors — the use of artificial intelligence in training is rising up the agenda. Future youth representatives will need to determine how AI applications can be deployed sensibly in apprenticeships without infringing on trainees’ rights.
