With just weeks until the summer recess, Germany's ruling coalition faces a self-imposed July 10, 2026 deadline to outline landmark reforms on taxes, pensions, and the labor market. Yet a high-stakes meeting on Wednesday at the chancellery underscored how far apart employers, unions, and political parties remain—and how little appetite exists for quick fixes.

The three-hour session, scheduled from 19:00 to 22:00, was never expected to produce binding legislation. Instead, it served as a platform for sparring over directions, with CDU General Secretary Carsten Linnemann calling for "radical" solutions while his SPD counterpart, Tim KlĂĽssendorf, warned against dismissing the gathering as a mere "get-together" or a "one-day wonder."

KlĂĽssendorf stressed that no single meeting could resolve years of structural tensions. "Economic momentum is not achieved by social cuts alone," he said, pushing back against employer demands for belt-tightening.

Working time and pensions: core fault lines

One of the sharpest conflicts revolved around the Arbeitszeitgesetz—Germany's working time law. Employers want to replace the current daily cap on hours with a weekly maximum, allowing more flexibility. Unions categorically reject the proposal. DGB chairwoman Yasmin Fahimi argued that a fixation on savings is economically misguided, urging instead major investment in infrastructure and energy.

Pension policy proved equally divisive. While business groups advocate raising the retirement age and increasing deductions for early exit, the DGB is pushing for a mandatory occupational pension scheme. Inside the coalition, talk has turned to the so-called Swedish model of publicly managed equity-based pensions. The commission tasked with developing concrete options is expected to release its findings next week.

Clock ticks toward summer break

Chancellor Friedrich Merz, whose approval rating sits at just 15%, leads a government trailing badly in the polls: the Union at 21%, the SPD at 12%, and the AfD at 29%. That political backdrop intensifies pressure on the coalition to deliver tangible results before parliament adjourns.

Bremen’s mayor and Bundesrat president Andreas Bovenschulte (SPD) urged prioritization, arguing that tax reform should take precedence. A pension overhaul, he said, could slip into the second half of the year. "We can't overload the system," he warned.

The next major checkpoint is a coalition committee meeting scheduled for June 30 or July 1. By July 6, the cabinet aims to adopt a draft of the 2027 federal budget. Meanwhile, SPD lawmakers are also demanding revisions to the nursing care reform pushed by Health Minister Nina Warken (CDU), adding yet another potential flashpoint to an already crowded agenda.
