Despite spending €3.4 billion on education vouchers in 2025, Germany's federal employment agency has seen tepid results: just 27 percent of participants held a social-security-covered job six months after completing one of over 166,000 courses offered by roughly 8,000 providers. The underwhelming outcome comes as fraud investigations uncovered networks that used fake coaching programs to cause nearly €900,000 in damages by September last year.

The agency does step in with targeted help in individual cases. It covered more than €4,000 for a driving license so an unemployed person could start work as a delivery driver—provided a concrete job offer was on the table and unemployment was imminent.

Meanwhile, the nursing sector is getting a substantial wage boost from July 1, 2026. Unskilled care workers will earn at least €16.52 per hour, while qualified nurses will receive €21.03. The raise aims to make an industry that faces a chronic staff shortage more attractive, especially after data showed 25 percent of new physiotherapists leave the profession within a few years of starting.

Pensions will also rise by 4.24 percent in July. The existing citizen's benefit (Bürgergeld) is being replaced by a new basic income system. Low-income families can still claim the education and participation package: €195 per year for school supplies and €15 monthly for social and cultural activities.

Handwerk Incentives Show Early Signs of Success

Schleswig-Holstein has introduced an internship bonus to lure young people into skilled trades. Initial reports suggest the measure is having an effect. Applications are handled through the local chambers of crafts.

Employers can also receive subsidies for training people with disabilities—up to 60 percent of the trainee's remuneration, rising to 80 percent for those with severe disabilities, plus a 20 percent flat-rate social insurance contribution. In exceptional cases, full 100 percent coverage is possible. If the trainee is hired permanently afterward, the employer gets a integration subsidy of up to 70 percent for twelve months.

Apprentices working part-time who have children can apply for parental allowance starting at €300 monthly—though any vocational training allowance they receive is deducted.

Tighter Rules for Tax-Free EV Charging Reimbursement

Since the start of 2026, the tax-free reimbursement of charging costs for electric company cars has become stricter. The Federal Finance Ministry abolished monthly flat-rate payments. Now, drivers must document exact electricity amounts and per-kilowatt-hour prices.

Public charging only requires a receipt. At home, a separate electricity meter is mandatory, and the calculation must be based on the actual household electricity price plus a share of the basic fee. For those with photovoltaic systems who cannot provide individual proof, the statistical office's average electricity price applies.

Mini-Jobs Remain Flexible but With Limits

Low-wage work continues to serve as a flexibility tool for employers. Lump-sum payroll tax of 20 percent can be paid as long as earnings stay below the threshold for minor employment. Accidental one-off exceedances are allowed up to twice a year without triggering full social insurance liability. However, planned replacements such as vacation cover do not qualify for that exception.
