Germany's Solar Boom Comes with a Catch: Only Licensed Tradespeople Can Install Panels

Apprenticeship numbers in Germany's roofing trade are climbing fast. Bavaria's roofers reported 295 new trainees this year, a 15% jump from 2025. In the Palatinate region, the chamber of crafts counted 1,147 new training contracts by the end of June, up 13%. These figures reflect a sector bracing for a wave of regulatory changes that will reshape who can install, maintain, and service photovoltaic systems.
The Oberlandesgericht Koblenz recently ruled that planning, installation, and maintenance of PV systems are reserved for certified master tradespeople registered in the official trade register as roofing or electrical specialists. The court's decision, announced Sunday, was welcomed by the Bavarian roofing craft association as a clear signal against unqualified providers. Only proper installation minimizes safety risks, the judges argued, reinforcing consumer protection.
That ruling lands just as Germany prepares for a nationwide solar mandate. The planned Building-Mobility-Modernisation Act (GModG) is expected to take effect in autumn 2026, with phased deadlines:
- 1 January 2027: Mandatory solar for new public non-residential buildings with floor area of 250 square metres or more
- 1 January 2028: Existing commercial buildings of 500 square metres or more undergoing roof renovations
- 1 January 2030: New residential buildings and carports
Industry experts warn that the growing administrative burden could trip up unprepared owners. An amendment to the Energy Industry Act (§14a EnWG) has already tightened registration requirements. Without correct registration in the central market data register, operators risk fines, loss of subsidies, and forfeited feed-in tariffs.
Technical standards are also rising. Because extreme weather events are becoming more frequent, PV systems must now withstand wind speeds of 81 to 108 km/h, depending on the wind zone, as specified in DIN EN 1991. Insurers typically cover storm damage from speeds of 62 to 74 km/h, provided proper installation can be documented. Ballasting and tested mounting systems are mandatory.
Smaller installations, known as balcony solar panels or plug-in devices, enjoy simpler rules. Since May 2024, feed-in of up to 800 watts is permitted, with module capacity capped at 2,000 watts. The VDE standard DIN V 0126-95 allows Schuko plugs for systems up to 960 watts of module power. Registration in the market data register remains compulsory. Prices: 800-watt kits run €250 to €500; complete systems with storage (2,000-watt panels, 2.68 kWh battery) cost around €1,300. Payback for basic sets is three to five years.
Tax incentives sweeten the deal. Under a Bundesfinanzministerium letter dated 17 July 2023, installation costs for systems up to 30 kWp are deductible as a crafts service: 20% of labour, travel, and machinery expenses, capped at €1,200 per year. Payment must be by bank transfer. Since 2023, PV components are also exempt from VAT.
Not everyone is celebrating. Trade associations criticise high ancillary wage costs and a backlog of structural reforms that burden businesses. Politically, Germany faces a deadline: the national climate social plan was due on 30 June 2026. The Federal Environment Ministry expects to present the plan later this year—otherwise, EU funding could be at risk.
