Germany’s federal cabinet approved a sweeping package of bureaucracy-cutting laws on Monday, targeting everything from windshield stickers to hospital paperwork. The measures aim to relieve businesses and citizens of burdensome reporting and documentation requirements.

Electric vehicle owners can soon say goodbye to the pollution badge. Under the new rules, emissions-free cars will be exempt from the mandatory emissions sticker that drivers currently affix to their windshields. The change follows consultations with industry associations.

Digital permits are also advancing. Starting August 1, Braunschweig will issue resident parking permits exclusively in digital form. Enforcement will rely on license plate scans rather than paper slips tucked behind the windshield. The government separately announced further relief for the shipping sector.

The biggest savings are expected in healthcare. Through the Law for Data and Digital Innovation (GeDIG), the government forecasts annual savings of €445 million. The centerpiece: replacing the paper-based “pink slip” referral form with an electronic referral system. Doctors’ letters will also shift to fully digital delivery, potentially eliminating roughly 150 million postal or faxed letters each year.

Germany’s digital minister noted that bureaucratic costs have already fallen by €10.4 billion since November 2025. A digital wallet (EUDI Wallet) is planned for launch in 2027, which could serve as proof of age or other identity credentials.

A broader stimulus and employment program proposes sweeping cuts to documentation duties. All reporting obligations not mandated by EU law would be scrapped entirely. Some requirements to appoint specific company officers would also be lifted.

An ifo Institute economist estimated mid-July that annual bureaucracy costs stand at around €150 billion. He cautioned, however, that blanket removal of oversight mechanisms carries risks.

At the state level, Baden-Württemberg is drafting an efficiency law that would let all reporting, documentation, and retention deadlines expire by December 31, 2027.

A logistics association president called for dedicated highway corridors for autonomous trucks, citing a shortage of roughly 100,000 drivers.

New packaging rules take effect soon. The Packaging Law Implementation Act (VerpackDG) was published on July 17 and enters force on August 12. Companies must complete registrations by September 12 and system participation by year-end.

Simultaneously, the federal government is tightening financial documentation rules. A July 16 action plan introduces a mandatory cash register system from 2028 for businesses with turnover above €100,000. The goal: an electronic reporting system to combat VAT fraud, expected to generate around €1 billion in additional revenue.
