The global scramble for critical minerals is intensifying, and few companies are as directly caught in the crosscurrents as Graphite One. The International Energy Agency's latest Global Critical Minerals Outlook warns that China and Indonesia now control more than three-quarters of growth in refined critical materials, with a potential disruption in battery-grade graphite alone threatening over $300 billion in downstream production. Against that backdrop, an executive order signed by the Trump administration on Monday restricts US defence contractors from sourcing critical raw materials like graphite from foreign adversaries — a move that explicitly targets Beijing's dominance and hands Graphite One a powerful policy tailwind.

The company is uniquely positioned as the only developer building a fully integrated US graphite supply chain, stretching from its Graphite Creek mining project in Alaska to a processing and anode-material plant in Conneaut, Ohio. The Ohio Environmental Protection Agency accepted the Conneaut facility's air permit application as complete on 16 July, clearing the way for a detailed technical review. The $167 million plant is designed to produce 10,000 tonnes of synthetic anode material annually from the fourth quarter of 2027, with plans to expand capacity to 25,000 tonnes a year later.

That timeline matters because the Alaska mine — a FAST-41 high-priority infrastructure project backed by the Department of Defense — has hit permitting snags. The discovery of indigenous artefacts has pushed the expected federal environmental impact statement approval to the end of 2027, and full production is now not anticipated until 2029. The Ohio operation will therefore rely on synthetic graphite initially, allowing the company to generate early revenue while the larger mining project plods through the regulatory process.

Yet the market has so far greeted these developments with skepticism. Graphite One shares have lost nearly 60% since the start of the year, trading at €0.507 in Frankfurt after a 1% gain on Tuesday. In Toronto, the stock slipped beneath its 200-day moving average of C$1.36, dipping as low as C$0.77 before recovering to C$0.79. The 14-day relative strength index stands at 30.2, deep in oversold territory that often precedes a technical stabilisation or bounce, though no turnaround is guaranteed.

Analysts remain undeterred. Fundamental Research holds a buy rating with a price target of C$2.50, and the consensus view among covering analysts also recommends buying the stock. The chasm between those forecasts and the current share price underscores the long development timeline and the financing risk that hangs over the company. Graphite One ended March with roughly $29 million in cash and no long-term debt, but its annual cash burn runs at about $24 million, leaving little margin for error as engineering and permitting work continues at Conneaut.

The broader policy environment, however, is shifting in Graphite One's favour. The IEA report notes that public financing for critical minerals reached $65 billion in 2025 — four times the 2023 level — as governments race to break dependence on concentrated supply chains. The Trump decree, together with the FAST-41 designation and Pentagon support, reinforces the strategic rationale behind the Conneaut project. Whether that will be enough to restore investor confidence depends on how smoothly the remaining regulatory steps unfold and how quickly the company can secure funding for the Alaska mine.
