ITM Power is navigating a dense patch of events this month. A state subsidy ruling, a change in its supervisory board from strategic investor Linde, and a deeper partnership with Deutsche Bahn's engineering arm are all landing within days of each other. Yet the stock, battered by a sharp sell-off since May, has barely reacted — investors appear to be waiting for tangible commercial outcomes rather than strategic steps.

The shares have slumped roughly 47% from their 52-week high of €2.58 reached at the end of May, and the past 30 days alone have wiped out more than 36% of the value. At around €1.36, the relative strength index has sunk to 38.1, flirting with oversold territory. Some technical analysts attribute part of the recent pressure to index rebalancing: ITM Power’s inclusion in the MSCI UK Small Cap Index forced passive funds to adjust positions, triggering selling unrelated to the company's operational progress. Despite the near-term pain, the stock has still racked up a gain of roughly 88–89% since the start of the year, having bottomed at €0.65 in February.

The most immediate catalyst is a decision by the UK’s Competition and Markets Authority, due by 30 June, on a £46.5 million grant from the Department for Energy Security and Net Zero. The subsidy is earmarked for the automation of ITM Power’s production line in Sheffield. A green light would allow the company to officially confirm an annual capacity of one gigawatt, a key milestone in its ambition to scale up against Asian rivals. The grant sits alongside a separate £40 million capital increase that handed Great British Energy, the state investment fund, a 10.4% stake. Combined, the two government-linked injections total £86.5 million.

The funding underpins ITM Power’s next-generation “Chronos” platform. This PEM technology promises to be 10% more energy efficient while slashing manufacturing costs by approximately 40%. On the corporate governance front, Linde — ITM Power’s strategic industrial partner and a significant shareholder — is swapping its representative on the board. Oleg Williamson, who joined Linde in 2022 as executive director and assistant treasurer with a focus on corporate finance and treasury, will take a seat on ITM Power’s board of directors from 24 June 2026. He succeeds Matthias von Plotho, who steps down on the same day. Chairman Jürgen Nowicki highlighted the “close partnership” between the two companies.

Separately, ITM Power has deepened its engagement with Deutsche Bahn. On the same day as the board change, the company signed a front-end engineering and design study with DB Systemtechnik, a subsidiary of the German rail operator. The study will evaluate whether ITM’s electrolysers can supply green hydrogen at railway sites for trains, buses, and heavy-duty trucks. This follows a memorandum of understanding signed in March 2025, moving the relationship from an expression of intent to a concrete technical assessment.

ITM Power holds a liquidity reserve of roughly €198 million and a market capitalisation of just under €1 billion. Yet the stock’s recovery hinges on converting these strategic moves into revenue-generating contracts. The CMA decision will clear the path for scaling, the Linde appointment reinforces industrial backing, and the DB study opens a new offtake channel. But none of these is a purchase order. Until letters of intent become binding agreements, the shares remain at the mercy of the binary outcome on 30 June — and the clock is ticking.
