ITM Power Volatility: Hydrogen Stock Awaits UK Government Subsidy Decision

ITM Power has emerged as one of the most volatile plays in the hydrogen space, with its shares swinging by 14% in a single week and more than a quarter over the past month. Behind the wild moves lies a stock caught between impressive operational momentum and a single regulatory decision that could unlock or freeze the next phase of growth.

The company posted a record half-year revenue of £18 million in its fiscal first half, while trimming its gross loss from £10.2 million to £6.5 million year-on-year. The order book swelled to £152 million, prompting management to raise full-year revenue guidance to a range of £40 million to £43 million. Yet beneath the surface, a key leading indicator has softened: the book-to-bill ratio, which measures the pace of new orders relative to revenue, slipped from 5.5 at the end of last year to around 4. The slowdown comes precisely as the market awaits a verdict from Whitehall that could alter the company’s financial trajectory.

That verdict concerns a £86.5 million government support package announced in April. The funds comprise a £40 million equity injection from Great British Energy and a planned £46.5 million capital grant from the UK’s Department for Energy Security and Net Zero, both intended to bankroll a new automated manufacturing line in Sheffield. The Competition and Markets Authority is still reviewing the subsidy under state-control rules, with a decision expected by June 2026. Until then, the cash pile of £197.8 million — which has crept down by £9.2 million over the past 12 months — remains the clearest indicator of the company’s near-term health.

Should investors sell immediately? Or is it worth buying ITM Power?

The stock’s annualised 30-day volatility of 113.55% screams binary event. That uncertainty is mirrored in the analyst community, where price targets have diverged wildly. Berenberg more than doubled its target to 200 pence from 110 pence, betting that ITM Power’s push toward factory automation will pay off. Morgan Stanley also chimed in with a constructive stance. Yet independent valuation models have only inched higher, raising the fair value from £1.19 to £1.31, and the overall target spectrum stretches from £1.10 to £2.00 — a gap that reflects deep disagreement over execution risks, including lumpy revenue recognition, underutilised factory capacity, and the challenge of building and owning hydrogen plants rather than simply selling the equipment.

Chart watchers see no clear direction either. The shares closed the week at €1.48, still 42.55% below the 52-week high of €2.58 hit in late May. The 50-day moving average of €1.75 sits 15% above the current price — a plausible recovery target if the CMA clears the subsidy and final investment decisions follow. On the downside, support lies at €1.29 and €1.06, exactly the 100-day and 200-day averages. The 14-day relative strength index of 46.7 sits in neutral territory, offering no technical clue.

The coming months will be shaped by three key events: the UK government’s second Hydrogen Allocation Round, Uniper’s decision on the Killingholme project, and ITM Power’s full-year results expected in the third calendar quarter of 2026. Until the Whitehall domino falls, the stock is likely to remain hostage to headline risk — and to the question of whether the recent analyst upgrades are a prelude to a sustained rally or simply noise before a final regulatory answer.
