Job security has overtaken pay as the make-or-break criterion for German workers, even as employers pour resources into artificial intelligence tools that have so far failed to revolutionise hiring. The Randstad Employer Brand Research 2026 found that 58 percent of respondents now rank employment stability above salary—a shift that marks a notable decline in pay’s relative importance compared with last year.

The findings come against a stark demographic backdrop. Projections from the Institut der deutschen Wirtschaft suggest Germany’s labour market could be short 4.3 million workers by 2036. Yet most employees still feel safe in their current roles: 70 percent rate their own job security positively.

The IT sector remains the hardest hit. Bitkom, the digital industry association, puts the current shortfall at 109,000 open positions. Experts say vague role descriptions are making it harder to fill leadership vacancies and call for more precise direct outreach to candidates.

AI Recruiting: Heavy Investment, Modest Returns

More than 90 percent of companies now deploy AI tools in their recruitment processes, according to a ManpowerGroup study published on June 23. But fewer than 5 percent report genuinely transformative results. The main obstacles cited are poor change management, weak governance structures and insufficient data readiness.

There are notable exceptions. The software firm Phenom says it has saved thousands of recruiter-hours in healthcare and retail by using AI agents that accelerate the timeline from candidate outreach to contract signing.

Entry-Level Workers Feel the Squeeze

Automation is hitting younger employees hard. The first jobs.ch KI Report shows that the share of entry-level positions in occupations heavily exposed to AI has dropped by 32 percent since the technology’s breakthrough. Among workers under 25, 41 percent fear their professional relevance will be eroded by automation.

In response, new qualification pathways are gaining traction. The IHK’s certified personnel management programme (Personalfachkaufmann) is attracting growing interest. It bridges general business administration and specialist HR knowledge, with emphasis on labour law, workforce planning and recruiting.

Securing the Open-Source Backbone

On June 23, OpenAI launched “Patch the Planet,” an initiative that uses AI models—including GPT-5.5-Cyber—to identify vulnerabilities in critical open-source software. Early scans covered Python, the Linux kernel, and the browser engines V8 and WebKit.

Two days later, the Software Freedom Conservancy published a catalogue of 14 recommendations for handling AI in open-source development. Key demands include disclosing which AI systems are used in change logs and mandating human review of all generated code.

Politics Moves In

These converging trends are now a subject of formal policy debate. On June 26, North Rhine-Westphalia’s labour ministry is hosting a symposium in Essen titled “Seizing Opportunities: AI as a Driver for the Working World.” Organisers expect participants from academia, business and trade unions to discuss digital transformation and its impact on employment relationships.
