Microsoft Tops Analyst Rankings but Stock Remains Mired in a 33% Rout as AI Spending Spooks Investors

Despite record cloud revenue and bullish analyst consensus, Microsoft's stock has fallen over 20% in 2025, pressured by rate hike fears, AI spending concerns, and regulatory scrutiny.

Microsoft Stock Paradox: Strong Buy Rating Meets 20% Decline Amid AI Capex Doubts

The paradox playing out in Microsoft’s stock is hard to ignore. The software giant commands the strongest buy rating of any S&P 500 constituent, with the analyst community overwhelmingly bullish on its prospects. Yet the share price has cratered more than 20% since the start of the year and sits nearly a third below its 52-week peak of around €478. That disconnect between Wall Street’s consensus and market reality has made Microsoft one of the most debated names in the benchmark index.

Record cloud growth fails to arrest the slide

The irony is that Microsoft’s operational performance has rarely looked better. In its most recent quarter, revenue jumped 18% to just under $83 billion, while net profit rose to $31.8 billion. The cloud segment was the standout, with overall cloud revenue climbing 29% and Azure surging 40%. Those numbers would typically underpin a rising stock, but instead investors have been dumping the equity with abandon. The shares closed Wednesday at €321.75, barely above the year’s low and well beneath the key 200-day moving average. The relative strength index sits at 35.8, a textbook sign of weak technical momentum.

Two-headed dragon: rate fears and AI capex doubts

The market is punishing Microsoft for a pair of overlapping pressures. First, expectations that the Federal Reserve will deliver at least one more rate increase by December have compressed the valuation of long-duration tech assets. Future earnings are worth less today when borrowing costs rise, and Microsoft’s hefty capital requirements make it especially vulnerable. Second, and more critically, the explosive spending on artificial intelligence infrastructure is raising alarms. The company is pouring billions into data centres to support Copilot and other AI services embedded across its enterprise product suite. No software group has been more aggressive in weaving generative AI into its subscriptions, turning a technical feature into a genuine revenue driver. Yet the market is demanding proof that those billions will generate durable, profitable returns — and so far it is not convinced.

Should investors sell immediately? Or is it worth buying Microsoft?

Regulatory clouds and the infrastructure label

Compounding the share-price weakness is a regulatory overhang. Competition authorities in both the EU and the US are casting a sceptical eye on Microsoft’s integration of AI tools into its operating system, creating a long-term legal risk that analysts cannot ignore. Meanwhile, the market has begun treating Microsoft less like a high-margin software powerhouse and more like a capital-intensive infrastructure utility — a reclassification that could permanently cap its multiple. At €321.75, the stock trades at a discount to its own history, but the recovery path depends on whether management can demonstrate that Azure’s growth and AI monetisation will overcome the macro and cost headwinds.

Bullish consensus, but with caveats

A majority of sell-side analysts still see the current weakness as a buying opportunity. They point to Microsoft’s entrenched position in enterprise software, the stickiness of its Copilot ecosystem and the long runway for cloud migration. However, the aggregate buy rating masks a more nuanced risk landscape. The company must navigate the fine line between investing for tomorrow and satisfying today’s profit expectations. Should the return on AI spending fall short, or should macro conditions deteriorate further, the stock could face another leg down. For now, the market is saying that even a top-rated stock needs to prove its future — not just its past.
