Nebius faces dual crises: a Alabama legal battle halting construction and Meta's plan to sell AI compute capacity, sending shares 35% below record highs.

The AI infrastructure boom has produced few stocks as explosive as Nebius, but the company is now navigating twin headwinds that have sent its shares into a sharp reversal. A legal battle in Alabama over one of its data-center projects has combined with a far more existential threat: its biggest customer, Meta Platforms, is laying the groundwork to become a direct competitor.

In Jefferson County, Alabama, a hearing is underway before Judge Javan Patton Crayton after a group of residents filed for a preliminary injunction against Nebius’s construction in the Oxmoor Valley. The plaintiffs allege noise violations and non-compliance with zoning plans. Nebius successfully recused the previous judge, who had a personal relationship with the plaintiffs’ lawyer. The court’s decision will determine whether work halts at the Birmingham-area facility, one of several multi-gigawatt sites Nebius is building globally.

That legal drama, however, is overshadowed by a strategic pivot from Meta. The social-media giant is reportedly developing a service called “Meta Compute” to market its surplus AI processing capacity. For Nebius, which is in the business of renting out Nvidia-powered infrastructure, a customer-turned-competitor is a nightmare scenario — and one that already punctured the stock. On Tuesday, Nebius shares closed at €170.94, capping a 15 percent decline over seven trading sessions. The drop brought the stock roughly 35 percent below its record high from June, though it remains more than 350 percent above its 52-week low.

Should investors sell immediately? Or is it worth buying Nebius?

The Meta threat is especially jarring given the scale of the existing partnership. In March 2026, the two companies struck a deal valued at $12 billion, under which Nebius will supply Meta with dedicated compute capacity starting in early 2027. In return, Meta committed to take up to $15 billion in capacity. Nebius had planned to backfill any unused server space by renting it to third parties. If Meta undercuts that market with its own cloud service, margins for independent providers like Nebius will come under severe pressure.

Not everyone sees this as a fatal blow. Analysts at SemiAnalysis argue the fears are overblown, noting that Meta’s move could actually accelerate its hardware procurement, and that large tech firms typically diversify infrastructure rather than tearing up long-term contracts. Still, the market is recalibrating. Nebius’s annualized volatility stands at 107 percent, and its relative strength index has slipped to around 39 — approaching oversold territory but stopping short of a full capitulation.

The company’s valuation remains eye-watering at roughly €48 billion, a level that presupposes near-flawless execution of its expansion plans. Those plans are staggering: a 1.2-gigawatt AI factory in Pennsylvania, backed by a $2 billion investment from Nvidia that ensures access to scarce chips; a £1.7 billion data-center buildout in the UK; a 310-megawatt facility in Finland worth over $10 billion; and a 240-megawatt site in France. The capital intensity of this pipeline is the true long-term risk — not just whether Meta builds its own cloud, but whether Nebius can fill its own cavernous server halls without stretching its balance sheet.

The broader sector is also cooling after a massive rally. Even strong quarterly results from industry heavyweights like Samsung have failed to lift sentiment, and the Philadelphia semiconductor index has taken a hit. For Nebius, the coming weeks hinge on two events: Judge Crayton’s ruling on the Alabama injunction, and the evolution of Meta’s cloud ambitions. Whether the Meta deal ultimately supplements Nebius’s growth or cannibalizes it will define the next chapter for this high-stakes AI infrastructure bet.
