The EU’s “Cloud and AI Development Act,” passed in June 2026, aims to triple the region’s data center capacity within a few years while slashing dependence on foreign hyperscalers. Nebius has also bolstered its platform through acquisitions such as Tavily and Eigen AI, strengthening its end-to-end offering from model development to deployment.
The coming months will be a dual test for Nebius. Management must demonstrate how quickly it can capture market share under the new EU legal framework while navigating the uncertainty surrounding Meta’s cloud ambitions — and proving that its growth story is not overly reliant on a single customer.
