North Rhine-Westphalia's Prison Service Hit by Record Dropout Rate as New Police Pathway Attracts Thousands

The state of North Rhine-Westphalia is wrestling with a fresh challenge in its justice workforce: for the first time, one in ten trainees in the correctional officers' training program has failed. Andreas Krumsiek, director of the Kleve prison, where eleven new officers were sworn in on July 2, flagged the development as unprecedented — earlier cohorts never reached that ten-percent mark.
Yet demand for staff remains intense. At the start of July, over 100 vacancies for senior correctional service officers were advertised nationwide. North Rhine-Westphalia's justice administration employs roughly 40,000 people, more than 6,500 of them in the district of the Düsseldorf Higher Regional Court alone.
On the same day, a much larger cohort marked a milestone in Cologne: 58 graduates of the "Fachoberschule Polizei" — a specialized upper secondary school for police careers — received their diplomas at the Cologne police headquarters. Both North Rhine-Westphalia's schools minister, Dorothee Feller, and interior minister, Herbert Reul, attended the ceremony. The pilot program, launched in 2023 at 15 vocational colleges across the state, targets teenagers who hold a middle-school leaving certificate. Until now, the path to a police career was generally reserved for those with a university-entrance diploma (Abitur).
The response has been overwhelming. In 2024 and 2025, each cycle drew roughly 4,000 applications for just 550 places. The application window for the 2026 intake is open until November.
Beyond corrections and policing, the state's justice system offers a broad array of pathways, including judicial officers (Justizfachangestellte), business specialists (Justizfachwirte), and dual-degree programs in legal administration. To reach potential recruits directly, authorities are relying on local information events. The Bielefeld District Court, for example, plans a career fair on November 5 to present the various professions.
Some regions still have openings for the current training year. In the Heinsberg district, several hundred positions remained unfilled just before the regular start in August and September. Recruitment now also runs through messenger services and social media.
Looking further ahead, the Rhein-Kreis Neuss district is already scouting candidates for training beginning in 2027. Officials there aim to fill vacancies in general administration and specialist IT early. In the previous recruitment cycle, the district hired 30 new staff members.
