Graphite One has cleared a critical regulatory hurdle for its planned battery materials plant in Conneaut, Ohio, with the Ohio Environmental Protection Agency deeming the company's air permit application complete on July 16 and launching the technical review phase. The milestone moves the project closer to a 2027 production start, even as the stock languishes near 52-week lows and investors weigh the long road to commercialization against the US’s mounting reliance on Chinese graphite.

The Conneaut facility is designed to produce synthetic active anode materials (AAM) for electric-vehicle and energy-storage batteries. Initial capacity will run at 10,000 tonnes per year, with output slated to rise to 25,000 tonnes annually by the fourth quarter of 2028, subject to further permits and project financing. Chief executive Anthony Huston framed the permit progress as evidence of disciplined execution, while chief operating officer Mike Schaffner also underscored the achievement. Together, the Ohio plant and the company’s Graphite Creek project in Alaska — where natural graphite is to be mined from what is billed as the largest known US deposit, with commercial production targeted for 2029 — aim to create the first fully integrated US graphite supply chain.

The strategic significance is hard to overstate. The United States currently imports all of its natural graphite, and S&P Global Mobility projects North American demand will surge from roughly 56,000 tonnes in 2023 to around 620,000 tonnes by 2030. China dominates the refining and processing links in that chain, lending political tailwinds to any domestic alternative. Yet Graphite One’s ambitions remain a long way from cash flow: the Conneaut plant still requires the completion of the EPA’s technical review and financing before construction can begin, and Graphite Creek is only at the start of its environmental review.

Market reaction to the Ohio news has been muted at best. Shares trading on the OTCQX rose 5.88% on Friday to close at $0.5040, but that bounce came from deeply oversold territory. At Thursday’s close of $0.4760, the stock was just 12.8% above its 52-week trough. The Relative Strength Index stood at 23.6, signalling persistent selling pressure despite operational advances. Over 30 days the stock has shed 25.77%, and it remains 68.4% below the 52-week high of $1.59 set in late January.

Financial constraints lend weight to investor caution. As of March 2026, Graphite One held roughly $29 million in cash. Its annual cash burn over the prior year was $24 million — giving it a runway of about 15 months — though that spending rate was 22% lower than the year before. The company has no debt but also no revenue, meaning the financing needed to expand Conneaut’s capacity will be a central question for shareholders once the EPA’s technical review concludes.

Ohio’s regulatory environment adds another layer of uncertainty. The same week Graphite One’s permit moved forward, the Mid-Ohio Regional Planning Commission issued its fourth consecutive air-quality warning due to smoke from Canadian wildfires. Separately, residents of Ashville have taken a legal challenge to the Ohio Supreme Court, seeking a referendum on a development agreement with data-center operator EdgeConneX. While neither development directly involves Graphite One, they highlight a heightened sensitivity to permitting and environmental issues in the region that could influence future timelines. For now, the company’s stock remains a bet on regulatory milestones rather than near-term earnings, with each step forward — from Ohio’s air-permit review to Alaska’s environmental study — carrying outsized weight.
