Germany’s human-resources professionals are burning out at an alarming rate. A study by the IRIS Software Group found that 62 percent of HR managers have already thought about changing careers. Inefficient systems cost them an average of more than three hours each week — time they desperately need for strategic work as the country’s skilled-labor shortage hits record highs.

The strain on personnel departments comes as the total number of unfilled positions in Germany reaches roughly 393,000, according to fresh data from the Institute of the German Economy (IW). Small and medium-sized enterprises bear the heaviest burden, accounting for 71.7 percent of those vacancies. Especially hard hit are jobs requiring vocational training in production, skilled trades, and health and social care.

The regional divide is stark. In Bavaria, half of all open positions at SMEs remain unfilled, while in Berlin the figure drops to one in five. In rural areas, up to 80 percent of hard-to-fill roles are concentrated in small and medium firms. A forecast for North Rhine-Westphalia projects that as many as 610,000 jobs could go vacant there by 2035, driven primarily by demographic change.

AI as an Efficiency Lifeline — and a Career Accelerator

Fifty-three percent of recruiters in Germany say a lack of qualified applicants is their biggest headache. Many companies are turning to artificial intelligence for relief. LinkedIn has just made its “Hiring Assistant” available in German; early users report saving about 1.5 hours per filled position.

AI skills are also reshaping careers. A Randstad analysis shows employees with AI expertise move up roughly 3.5 times faster and earn up to 25 percent higher salaries. The research firm Josh Bersin Company, in its “HR 2030” study, envisions a future where AI agents handle up to 50 percent of administrative tasks in HR departments, freeing staff for strategic work.

Leadership Patterns: Tradition Reigns, but Diversity Holds

Despite the technological shift, German executive floors remain dominated by convention. Nearly two-thirds of DAX-40 board members were promoted from inside their companies. Headhunters see this as a barrier to greater diversity and call for external perspectives.

When it comes to diversity and inclusion efforts, the picture is different. A Bitkom survey of 600 companies found that not a single one has scaled back its D&I activities because of societal debates. Sixty-five percent are maintaining their programs unchanged, while 26 percent are even expanding them.

Continuity is also evident at SAP SE, which extended Chief Human Resources Officer Gina Vargiu-Breuer’s contract early through 2030.

New Risks Multiply as Digitalization Deepens

Digital transformation brings fresh threats. The Verizon Data Breach Investigations Report 2026 flags rising security dangers in HR. Employee use of unauthorized AI tools has tripled, while external actors are deploying deepfakes and stolen identities during application processes.

The toll on HR professionals themselves is reflected in high job-switching intentions. A Robert Walters study reports that 77 percent of respondents are either actively seeking a new position or open to offers. The main driver: pay. Only one in five workers expects a salary adjustment any time soon.
