Toxic rodenticides have been detected in more than 80% of hawks in Berlin, according to a study by the Leibniz Institute – a finding that helped drive a sweeping ban on preventive baiting across Germany. Starting July 1, 2026, the Federal Institute for Occupational Safety and Health (BAuA) prohibited the use of poison baits in the absence of a confirmed infestation. The practice, known as infestation-independent permanent baiting (BUD), is no longer permitted.

Under the new rules, anticoagulant rodenticides can only be used after an actual pest presence is verified. The maximum treatment period is cut to 35 days, and bait stations must be checked weekly. Only trained professionals holding a certificate of competence may apply the products. A minimum distance of five metres from surface waters is mandatory, and in sewers, special protective bait stations are required.

Anton Friesen of the German Environment Agency warned that the poisons cause a painful death in rodents and accumulate in the food chain. The Leibniz Institute’s data on Berlin hawks back that concern. Caroline Seige, a conservationist, reported that entire colonies of sparrows have perished as a result of exposure. On top of the ecological damage, rats are developing resistance to certain active substances.

While the ban on preventive baiting took immediate effect, the Bundesrat (upper house of parliament) granted farmers a reprieve on the qualification requirements. In June 2026, the transition period for farmers to obtain a certificate of competence for rodent control was extended by three years. The new deadline is July 28, 2030, rather than the original summer of 2027. The reason: more than 250,000 agricultural operations would need training, and it was impossible to schedule within the old timeframe. A final vote on the technical rule for hazardous substances (TRGS 541) is still pending.

As alternatives to poison, digital snap traps that enable poison-free monitoring and control are gaining attention. The active ingredient cholecalciferol also remains an option, provided legal conditions are met.
