Ripple is firing on all cylinders outside the trading screen, but XRP holders are getting little relief. The token hovers at $1.04, dangerously close to its 52-week floor of $1.01, after shedding over 44% since the start of the year. Yet behind the price agony, the company has stacked up a series of regulatory and technical wins that paint a starkly different picture.

The most consequential move came just days before a European deadline. On June 23, Luxembourg’s financial regulator, the CSSF, granted Ripple a provisional CASP licence. Combined with an existing e-money licence, that opens the door to all 30 countries in the European Economic Area. The authorisation covers both the XRP Ledger and Ripple’s dollar-pegged stablecoin, RLUSD, catapulting the firm into the ranks of the region’s largest regulated crypto operators. The EU’s July 1 hard deadline for unlicensed crypto firms was narrowly dodged.

Across the Atlantic, the regulatory picture is equally pivotal. The US Senate is expected to vote on the CLARITY Act between July 13 and August 4. If passed, the bill would classify digital assets such as XRP as commodities, a shift that Standard Chartered analysts believe could unleash between $4 billion and $8 billion in fresh ETF inflows. Such a verdict would fundamentally alter the token’s legal standing and potentially snap the current downtrend.

Japanese Stablecoin Debut and DeFi Overhaul

Ripple’s expansion into Asia also gathered pace this week. The Japanese exchange SBI VC Trade listed RLUSD after securing approval from the country’s Financial Services Agency, where the stablecoin is now classified as a Category 4 electronic payment instrument. The move reinforces Ripple’s infrastructure independent of XRP’s price trajectory.

On the technology side, developers are preparing a major upgrade to the XRP Ledger aimed at decentralised finance. Two new protocols will enable native lending and borrowing directly on the network, eliminating the need for external smart contracts. Users will be able to deposit assets like XRP into liquidity pools to earn yield, while borrowers gain access to fixed-rate loans. The community has signalled broad support, and the update is expected to go live in coming weeks.

Institutional Money Flows in While Retail Runs

The divergence between sentiment on the spot market and institutional behaviour could hardly be starker. On June 26, US spot XRP ETFs recorded net inflows of $15.6 million, with Bitwise alone accounting for roughly $12 million. Franklin Templeton took the second spot. That single-day haul stands in contrast to the broader crypto market, where Bitcoin ETFs bled nearly $445 million and Ethereum products also saw double-digit outflows.

Since the XRP ETFs launched in November 2025, they have accumulated net inflows of $1.43 billion, according to the secondary source, while the funds now manage around $1.37 billion in total assets. Bitwise and Canary each control roughly 32% of that market. In June alone, the ETFs attracted $46.5 million, underscoring that institutional appetite has not wilted despite the token’s 44% year-to-date plunge and a retreat of over 70% from last summer’s all-time high.

Technical indicators reinforce the bearish mood. The relative strength index sits at 30.9, deep in oversold territory. If XRP slices below the $1 mark, the 52-week low will come into sharp focus. For now, the battle between Ripple’s expanding ecosystem and the token’s deteriorating price continues, with the CLARITY Act vote looming as the next potential catalyst to break the deadlock.
