Emergency call volumes skyrocketed. Dresden’s ambulance service handled 318 calls on Saturday alone, a 2024 record, forcing dispatch to bring in extra staff. Karlsruhe saw daily incidents roughly double to about 750. In North Rhine-Westphalia, Dortmund logged up to 700 calls per day, while Essen reached 440. Fire and rescue units in multiple states triggered disaster-protection protocols and set up additional treatment hubs.
Stuttgart declared an “Außergewöhnliche Einsatzlage” (extraordinary operational situation) on Saturday evening after fire department interventions doubled to roughly 50 per day since midweek. In Cologne, authorities erected a makeshift hospital at the trade fair grounds on Sunday, using buses from the city’s transport company to move patients without urgent needs. Wiesbaden and Wuppertal called on neighbouring districts and volunteer organisations to staff extra ambulances. The Saarland’s interior ministry convened a crisis unit on Sunday after eleven consecutive days of heat warnings; the regular fleet of 52 ambulances was reinforced with disaster-response vehicles.

The fire risk also surged: Stuttgart reported 25 vegetation fires since Wednesday, while building fire alarms triggered false alerts due to room temperatures reaching 80°C. In Wiesbaden, firefighters responded to seven blazes and four cardiac arrests within twelve hours on Sunday.
Authorities appealed to the public to avoid physical exertion, drink plenty of fluids, and check on elderly neighbours. At least ten drownings linked to the heatwave have been reported since Friday. A slight cooldown is expected overnight Monday, with temperatures dropping to between 24°C and 29°C and possible thunderstorms, but the German Weather Service warned that a full easing of the emergency situation will only come once extreme heat abates permanently.
