Investors are weighing the colossal scale of SK Hynix’s expansion ambitions against the immediate reality of a stock that has already priced in much of the optimism. The memory chip maker unveiled plans to invest 1,100 trillion won over the long term in new capacity for AI-focused memory, yet the market’s response was decidedly cool — shares slid 1.68 percent on Monday to 2,628,000 won, leaving them roughly 12 percent below the June peak.

The plan is a bet on the next decade of artificial intelligence demand. SK Hynix, the dominant supplier of high-bandwidth memory used in Nvidia’s AI accelerators, is spreading its capital across three sites. Yongin remains the centerpiece, with 600 trillion won allocated to a complex where a fourth fabrication plant has been pulled forward to 2033 from an original target of 2045. Cheongju will receive 100 trillion won for expanded NAND production and advanced packaging lines. The biggest chunk — 400 trillion won — is earmarked for a brand-new semiconductor cluster in the country’s southwest, developed jointly with Samsung Electronics.

That southwest cluster, with an estimated total price tag of roughly 800 trillion won (around $520 billion) across four new factories, enjoys the full backing of President Lee Jae Myung, who attended the announcement on June 29. But concrete details remain elusive. The precise locations and construction timelines for the two facilities SK Hynix will operate there have not been disclosed. More critically, the infrastructure required to power and cool such massive plants is far from secured. Each modern fab demands about one gigawatt of electricity, and the four combined factories would need roughly 800,000 tonnes of water per day. South Korean media report that government officials have pointed to existing reservoirs, unused water rights, and recycling — but without specifics.

That gap between ambition and execution is exactly why the stock has run into resistance. After a spectacular 288 percent rally since the start of the year, SK Hynix shares now trade approximately 35 percent above their 50-day moving average — a stretched valuation that leaves little room for disappointment. The stock has shed nearly 10 percent in the past week alone as profit-takers moved in.

Management is trying to soothe nerves by stressing that the expansion will be phased and funded primarily from operating cash flow, with board decisions tied to market conditions. The 1,100 trillion won figure is more a strategic framework than a near-term cash drain. Still, the next catalyst for the share price is unlikely to come from another announcement. Investors will shift their focus from revenue numbers to concrete milestones: confirmed sites, signed power purchase agreements, water supply contracts, and groundbreaking dates.

The strategic rationale is hard to fault. SK Hynix holds a commanding lead in high-bandwidth memory, and the AI cycle shows no sign of slowing. Capacity leadership in that segment can lock in outsized margins. But the path from plan to production runs through infrastructure bottlenecks and regulatory approvals. Until the first shovel hits the ground in the southwest, the market’s skepticism is a reminder that even the boldest vision needs a solid foundation — both literally and figuratively.
