Telus Battles Regulator Over SIM Fee While Rolling Out AI and Fiber Expansion

Telus is pursuing multiple growth initiatives — from an artificial intelligence partnership to a fibre rollout in rural British Columbia and a push into Quebec’s TV market — yet the stock remains within striking distance of its 52-week low. Shares closed at C$16.62, barely above the April trough of C$16.18, as a regulatory skirmish over a new C$15 SIM card fee adds uncertainty to the story.

The telecommunications giant’s digital arm, Telus Digital, has signed on as the preferred implementation partner for Cresta, a platform that supplies voice- and text-based AI agents alongside real-time support for human employees. The collaboration targets corporate clients seeking more efficient customer service. AI-powered services grew 22% in the first quarter of 2026, and Telus fully absorbed the Digital subsidiary last October to concentrate its digital and AI operations under one roof. The partnership must now prove its ability to translate into tangible revenue gains if the stock is to recover the 50-day moving average near C$17.

Meanwhile, regulators are pushing back against a move that could raise switching costs for customers. On June 11, Telus introduced a C$15 charge for SIM cards — one day before a Canadian Radio-television and Telecommunications Commission directive took effect prohibiting fees that hinder consumer mobility, such as activation or connection charges. CRTC Vice-President Scott Hutton wrote to Telus urging it to reconsider, arguing that a SIM card is an inherent part of the service and may therefore fall under the ban. Both Telus and Bell had the fee posted on their websites as of June 12; it remains unclear whether either company will relent or face enforcement.

On the commercial front, Telus launched its Optik TV service in Montreal and Quebec City on June 10, offering more than 300 channels and streaming platforms in a single package. For the first time, the full TV lineup is also being made available in Ontario. The catch: Optik TV requires a PureFibre internet connection — a deliberate strategy to boost fibre penetration and lock in customers. In Quebec, Telus must contend with Videotron’s deep brand loyalty; in Ontario, it faces Bell’s already extensive fibre network.

Away from the retail battle, Telus secured a government-backed infrastructure contract in British Columbia. The federal and provincial governments are jointly investing C$63 million to bring fibre to nearly 4,000 households across 50 rural and Indigenous communities in the Thompson-Okanagan region. Telus will handle planning and construction, with completion slated for 2029.

Operationally, the AI segment is delivering strong growth, but the share price has not kept pace — down roughly 8% year to date and more than 22% below its 2025 high. The relative strength index sits at 37, suggesting bearish sentiment. The dividend, currently about C$1.67 per share, offers a high single-digit yield that appears compelling — but only if Telus can keep free cash flow steady amid a capital-intensive expansion drive. That trade-off will define the stock’s trajectory in the quarters ahead.
