Vietnam Mandates State-Run Security Training for All Government Agencies and State Firms

Vietnam’s government published a new decree on Friday that will fundamentally reshape how public-sector security personnel are trained, certified, and empowered. The regulation, numbered 290/2026/ND-CP, takes effect on September 15, 2026, and replaces rules that have been in place since 2013.
Provincial police departments will take over the responsibility for organizing all security training programs and issuing professional certificates. The curriculum covers three core areas: in-depth legal knowledge, specific security techniques, and the handling of auxiliary tools and technical equipment.

The decree applies to every state body, political organization, public institution, and state-owned enterprise. Only regular police forces and the military are exempt from the new requirements.
Certified security personnel will receive significantly expanded authority under the updated framework. Their duties now include managing access control, overseeing fire safety, and coordinating with local police. When they suspect a violation, they are permitted to inspect individuals, documents, goods, and vehicles.
One notable change gives security staff the explicit right to refuse orders that violate current law. They also gain the power to conduct internal investigations across departments.
