A culture of silence is hampering efforts to tackle problematic alcohol, cannabis and nicotine use in German workplaces, according to a major new survey. Just 28 percent of employees say their company fosters an open conversation about addiction, while nearly half describe the prevailing attitude as guarded. For 11 percent, the subject remains an absolute taboo.

The findings come from a Forsa poll of roughly 2,000 workers commissioned by the German Social Accident Insurance (DGUV). Though 71 percent of respondents acknowledge that substance misuse hurts occupational safety and performance, the survey reveals a wide gulf between awareness and concrete action.

One in four employees report having observed a colleague’s problematic consumption in the past two years. Alcohol leads by a wide margin — 21 percent of respondents witnessed incidents involving alcohol. Cannabis and nicotine each accounted for 5 percent, while illegal drugs and medication misuse were each cited by 4 percent of workers.

The problem is unevenly distributed across sectors. Transport and logistics tops the list, with 35 percent of employees in that field noticing problematic use. It is followed by social services (32 percent), public administration (31 percent), manufacturing (30 percent) and construction (25 percent).

Despite high awareness, workplace structures lag. While 54 percent of companies have clear rules on substance use, only 48 percent of workers are aware of formal workplace agreements on the issue. Some 63 percent know of an internal contact for addiction questions, but just 45 percent are aware of external counselling options.

The willingness to approach a colleague about suspected substance abuse stands at 57 percent, yet cultural barriers often stop conversations before they begin.

DGUV chief executive Stephan Fasshauer and prevention expert Dr Marlen Cosmar are calling for stepped-up education efforts. Prevention must be anchored in everyday operations, they argue, and managers need to be trained to spot trouble. Only open communication paired with clear support structures can safeguard long-term safety on the job, they said.
