XRP hovers near $1.12 amid a pivotal Senate vote on crypto clarity, quantum-security upgrades, $1.7B inflows, and Ripple's Africa push via Flutterwave.

XRP Price Weakness Masks Regulatory, Technical, and Expansion Catalysts

XRP’s market performance tells a sobering story: the token is hovering near $1.12, roughly 40% below its start to the year and just 7% above its 52-week low of $1.05. But behind that price weakness, a flurry of activity is reshaping the asset’s foundations — from a long-awaited US regulatory vote to a quantum?security overhaul, a $1.7 billion capital influx, and a strategic expansion into Africa.

The most immediate catalyst sits in Washington. The Digital Asset Market Clarity Act — labeled Calendar No. 423 — has been scheduled for a full Senate vote, potentially before the August recess. The 309?page bill previously cleared the Banking Committee on a bipartisan 15?9 tally and, if passed, would classify XRP and similar tokens as digital commodities under CFTC jurisdiction. Institutional investors have long cited the lack of a formal regulatory framework as a barrier; the CLARITY Act aims to remove that hurdle entirely.

Simultaneously, the XRP Ledger is undergoing a deep technical renovation. Developers are executing a five?stage roadmap to make the network quantum?secure by 2028, and a native lending protocol (version 3.1.0) is awaiting validator approval before launching into the DeFi arena. On the security front, the XRP Ledger Foundation has commissioned Common Prefix to conduct formal verification of the consensus mechanism — a mathematical proof that the software behaves correctly under all conditions. The push follows the recent 3.2.0 update, which resolved several edge cases, and a June 22 API error that briefly showed near?zero active addresses. The ledger itself processed hundreds of thousands of transactions daily throughout the incident.

Should investors sell immediately? Or is it worth buying XRP?

Network adoption is accelerating. Over the past 60 days, the XRPL recorded $1.7 billion in net capital inflows, much of it directed toward tokenized real?world assets (RWA). That segment has grown 78% this year, reaching $404 million in total value. By contrast, Ethereum saw $5.8 billion in outflows over the same period. Spot XRP ETFs have also drawn steady institutional demand, accumulating cumulative net inflows of $1.45 billion — including $5.31 million into the Bitwise XRP ETF on June 22 alone.

Ripple is extending the ecosystem geographically. The company acquired a minority stake in Flutterwave, an African fintech now valued at $3.2 billion that operates across 35 countries. The plan is to integrate the RLUSD stablecoin into Flutterwave’s systems, positioning the XRPL as the settlement layer for a payment corridor estimated at $50 billion annually. Earlier this year, the network also introduced the x402 protocol, which enables autonomous payments by AI agents using XRP and RLUSD — a codebase that was reviewed by an AI?powered security team.

On the supply side, about 32.9 billion XRP remain locked in Ripple’s escrow system. The company releases 1 billion tokens each month but typically relocks roughly 700 million of them, meaning the escrow is unlikely to be fully depleted until mid?2035. That gradual release, combined with large?holder behavior, has drawn attention: in the past 48 hours, whales moved roughly 1.5 billion XRP off exchanges — a pattern traders often associate with supply tightening.

Yet the technical picture offers little immediate relief. The relative strength index sits at 38.5, approaching oversold territory but without a clear reversal signal. XRP is trading about 13% below its 50?day moving average, and the $1.20 resistance level failed to hold. The next support lies at $1.08, with a deeper floor at $1.04. The broader crypto market remains under pressure from the Federal Reserve’s restrictive stance, and the gap between on?chain metrics and price action has become unusually wide. As the Senate prepares to vote and the network rolls out its next upgrade, XRP’s trajectory may hinge on whether infrastructure or macro headwinds prove stronger.
