In Washington, a congressional hearing on the CLARITY Act – a bill that could finally settle whether XRP is a commodity or a security – is scheduled for July 17. At the same time, Ripple Labs has joined the x402 Foundation as a premier member, embedding XRP and its stablecoin RLUSD into a new open standard for AI-to-machine payments. XRP reserves on Binance have dropped to their lowest level since February – a typically bullish sign as investors move tokens to private wallets, reducing sell pressure. However, larger transfers from private wallets to exchanges have also been observed, suggesting potential selling ahead. Binance has launched an $800,000 XRP airdrop campaign tied to RLUSD holdings and trading, running until August 14, which could provide a short-term boost to activity.

A daily close above the 20-day moving average at $1.1119 would offer the first technical sign of a shift in the downtrend. Until then, the token remains caught between a promising ecosystem buildout and a price that refuses to follow.
